There are parts of behaviorism that are evidence-based. The earliest works by Pavlov and Skinner, for instance, were laboratory experiments. Subsequent psychotherapies arising from behaviorist theories are evidence-based. They are scientifically-founded. In the Noticer by Andy Andrews, the main character of Jones is similar to a behaviorist therapist. He observes everything just as the behavioral counselor does. He guides the ‘client’ towards different ways of thinking that Jones called perspectives. There are four sources listed in the bibliography of this four page paper.
